Background

Born in Hong Kong in 1957, Chow moved to Toronto as a teenager. Her early life in a working-class immigrant family shaped her interest in public service. She later worked as an artist and professor before entering politics.

Political career

Chow began in municipal politics as a school board trustee and city councillor. She served as the NDP MP for Trinity—Spadina from 2006 to 2014. Her husband was late NDP leader Jack Layton.
